Dice the bell peppers and onions, and mince the garlic. Rinse and drain the black beans if using canned ones.
Heat olive oil in a non-stick pan over medium heat. Add the diced onions and bell peppers. Sauté for 5–7 minutes until they soften and turn golden brown.
Toss in the minced garlic and sauté for 1–2 minutes until fragrant. Next, add the black beans. Sprinkle a pinch of salt and pepper to taste, and stir everything together. Let the mixture simmer on low heat for about 5 minutes.
While your filling is simmering, warm up the tortillas. You can use a tortilla warmer, microwave, or a dry pan over medium heat.
Lay a warm tortilla flat on a plate. Spread a generous layer of salsa in the center. Spoon the veggie and black bean mix onto the tortilla.
